Deploy action from overview does nothing

Selecting Deploy from the three-dot menu next to a prompt in the overview section does not open the usual Dev, Staging, or Prod options. Deploying from the prompt preview still works.

This looks like a row navigation conflict in the VariantsTable component — when you click "Deploy" from the three-dot menu, the table's row click handler fires instead of (or in addition to) the deploy handler, preventing the modal from opening. The handler wiring and stopPropagation() calls are present in the code [1] [2], but they're not sufficient to block the row navigation.

PR #3340 was created to fix this exact issue by implementing a shouldIgnoreRowClick guard, but it appears to still be open and unmerged. Merging that PR should resolve this.

Deploying from the prompt preview works because it uses a different component path that doesn't go through the VariantsTable row click handler.
