Should BotBot send an email in the case of a complete failure?

In the event that all efforts fail on #15, BotBot should attempt to send some sort of notification (perhap email?) to its host.

This would have helped us today when one bot could not connect due to some freenode issues. The code knew the connection was failing and retried it so plugging in raven seems reasonable.
