[Pre-release] v8.3.260402-preview2

What's Changed

First official build with WindowsAppSDK 1.8 support for the new package structure. The WCT now only depends on Microsoft.WindowsAppSDK.WinUI for WinUI 3 projects instead of the full WindowsAppSDK. This required updates in our dependencies of both the XAML Behaviors and Win2D, this latest package references their latest releases as well. Projects using WCT and Windows App SDK, will also need to migrate to WinAppSDK 1.8, otherwise, please continue to use the 8.2 release.
