Include list of removed prereleases in cleanup notice #274

Summary
The prerelease cleanup notice currently only shows the count of removed prereleases:
Cleaned up 7 prerelease(s) for [caketest].
It would be helpful to include the actual list of prerelease versions that were removed for better visibility and debugging.
Expected Behavior
The notice should include the list of removed prerelease versions. Since notices support multi-line content:
Cleaned up 7 prerelease(s) for [caketest]:
- 0.1.0-preview.1
- 0.1.0-preview.2
- 0.1.0-preview.3
- 0.2.0-alpha.1
- 0.2.0-alpha.2
- 0.2.0-beta.1
- 0.2.0-beta.2
Benefits
- Better audit trail of what was removed
- Easier debugging if something was removed unexpectedly
- More transparency in the publish workflow
