Cannot create desktop shortcut when there is no steam account user image #489

Describe the bug
When I try to create a desktop shortcut for an acoount without a user image, the shortcut creation fails with an error.
To Reproduce
Steps to reproduce the behavior:
- Right click on account with no user image
- hover over Create shortcut
- select any of Offline, Online etc from the selection menu
- See error, no shortcut created.
Expected behavior
A desktop shortcut should be created.

Additional context
Suggest that when no user image exists a default image is used to ensure the desktop shortcut is created.
