Describe the bug

Let's say a spam bot or a scammer posted a message in suggestions channel.

Both ScamBlocker and SuggestionsUpDownvoter tries to react to that event.

ScamBlocker deletes the message, SuggestionsUpDownvoter tries to create a thread on a deleted message so it throws ErrorResponseException [10008] with error type as UNKNOWN_MESSAGE.

This spams log with random error messages for expected behaviour. So basically a noise for for error logs. You see a random exception for something that absolutely makes sense.

Expected behavior

Explicitly handle this exception only for already deleted messages and simply do an INFO log.
