SuggestionsUpDownVoter should have UNKNOWN_MESSAGE exception gracefully with an INFO log instead

Describe the bug

Let's say a spam bot or a scammer posted a message in suggestions channel.

Both ScamBlocker and SuggestionsUpDownvoter tries to react to that event.

ScamBlocker deletes the message, SuggestionsUpDownvoter tries to create a thread on a deleted message so it throws ErrorResponseException [10008] with error type as UNKNOWN_MESSAGE.

This spams log with random error messages for expected behaviour. So basically a noise for for error logs. You see a random exception for something that absolutely makes sense.

Expected behavior

Explicitly handle this exception only for already deleted messages and simply do an INFO log.

Could you clarify what "SB" and "SUD" mean? I am not sure I am following.
