FWIW, this has been detected for a very long time as a BSD-2-Clause (aka. bsd-simplified) with that rule https://github.com/aboutcode-org/scancode-toolkit/blob/develop/src/licensedcode/data/rules/bsd-simplified_1.RULE ... which is as old as ScanCode itself: https://github.com/aboutcode-org/scancode-toolkit/commits/develop/src/licensedcode/data/rules/bsd-simplified_1.RULE ... that said, the requirements are indeed simpler.

So does this need to be LicenceRef-Less or just BSD-2-Clause? As I'm adding SPDX-License-Indetifiers to less project. For background: gwsw/less#792
