Raptor mini from Github Copilot was removed

Model raptor mini from copilot was added in 7da9965
But right now it's absent.

I think this is an org thing. I wonder if OAI wanted to train on the data, so it couldn't be provided to orgs. That's the only thing I can think of. Because I can access it on my personal, but there's not even a policy on my org account I can see.

this is expected it isn't supposed to be used outside of vscode and copilot team asked us to remove it
