[R][CI] Use RHEL-9 binaries on Amazon Linux 2023 builds

Describe the enhancement requested

RHEL9 binaries work with Fedora, on which Amazon Linux 2023 is based.

Our benchmark runs are currently building duckdb from source which takes ~45 mins. Tested in a container locally which installed RSPM binaries and went from 45 mins to ~2 mins to install the R dependencies.
