EL10 build rpm for yum repositories

There is no official yum/dnf repo and rpm for el10 (RHEL10, Almalinux 10, Rocky 10).
Would be nice to have an official build, since el10 is around for a while now.

The documentation mentions "RedHat(>=9)" but it does not work for RedHat 10, since https://apache.jfrog.io/ui/native/couchdb-rpm/el10/ does not exist.

I found this blog post by @janl which explicitly mentions RHEL 10 binaries:

I am still not able to find those binaries, the jfrog url is still invalid.

We need a fix/conditional to remove the dependency on spidermonkey package for it: https://github.com/apache/couchdb-pkg/blob/2afc26986203dd7fc0a73ca5ec5d9464a8d66d3e/rpm/SPECS/couchdb.spec.in#L48

With @big-r81 great dist tag find and making it work we now have an RHEL 10 rpm ready for testing.

I uploaded the RPM to our dev-rpm repo for testing.

To install them run as root or with sudo:

dnf install -y yum-utils
yum-config-manager --add-repo https://apache.jfrog.io/artifactory/couchdb/couchdev.repo
dnf install -y couchdb

These architectures are supported:

$ rpm -K pkgs/couch/centos-*/*.rpm
pkgs/couch/centos-10/couchdb-3.5.1-1.el10.aarch64.rpm: digests signatures OK
pkgs/couch/centos-10/couchdb-3.5.1-1.el10.s390x.rpm: digests signatures OK
pkgs/couch/centos-10/couchdb-3.5.1-1.el10.x86_64.rpm: digests signatures OK

I pushed RHEL 10 3.5.1 packages to the main repo with, they should be generally available.
