Implement a better way to handle termination deferral

We fixed parallel minSuccessful race condition but the fix was a short term and we need to find a better way to handle it:

Some action we could take:

• Use a central operation center that manage all operations (checkpoint, terminate, ...)
• Use event emmiter instead of interval
