[Bug] Mousewheel scroll both zooms and scrolls text when a radar and scrolling text control are visible

Mousewheel events on radars with zoom (Relay, GM screen in particular) always zoom the map in/out, even when the element with hover is something else, like the comms log or tweak menu.

Legacy behavior is that the mousewheel always zooms but doesn't scroll text, which I think is also not desirable.

Sure, but I think the new behavior is, while technically usable, more irritating than the old one.

It is missing feature vs. bug/weird side effect.

Wasn't replying to you, just noting for reference that unlike most issues, replicating legacy isn't useful.

#2807 largely resolves this issue and removes the default mousewheel zoom keybinding in favor of a hard-coded mousewheel implementation.

It's still possible to edit keybindings.json to force mousewheel input overloads in binds, and previous ECS-build-generated keybindings.json that have the former mousewheel zoom bind default will still apply it until that bind assignment is deleted or reset in-game.

Some minor issue I noticed with comms messages: The text scrolling is very slow, and the scrolling only works on hovering the scroll bar. On other text boxes, the speed is maybe still a bit slow, but usable, and the scrolling works while hovering anywhere over the element.
