Standardize response schema?

When one record is returned, OSTI returns a single dictionary instead of a list. I can write up a workaround, but if not too many people are dependent on how things are currently structured could we keep it as a list? Or document the exception?

I recently encountered an error with this issue with a one record submission. Standardization would help.
