Few QuickAccessDialogTest tests failed in the I-build

the testCommandEnableContext failed again in this PR's check (https://github.com/eclipse-platform/eclipse.platform.ui/pull/4066/checks?check_run_id=80881310098):

• Remove contents of IPageLayout that are deprecated for removal #4066
