Default(ish) code-ql action failing due to missing config file after from 4.31.2 to 4.31.5

I've been happily running the default CodeQL action (well, mostly, I have to kick off the compile stage myself) for ages now.

But today it's started failing with

Error: Config file could not be found at expected location. Has the 'init' action been called?

I've not changed the action definition, but I approved a dependabot update PR on the CodeQL action version this morning. This is the only thing that's really changed,

I am not sure how that workflow was working before, that in itself might have been a bug. Your first call to github/codeql-action/analyze should really be changed to github/codeql-action/init, as that is required for correct operation (see here).

@blowdart you will also want to make sure that your init and analyze steps in that workflow use the same version (e.g. by using the same commit sha or tag).

Yea I think I got an update notification and started cutting/pasting it over multiple repos and fat fingered it :)
