Code Review

This pull request introduces two main changes: standardizing the CODEOWNERS file and adjusting the API key precedence logic.

The CODEOWNERS file has been simplified to a single rule. However, this removes specific, more stringent review requirements for critical files like package.json and SECURITY.md, which could impact project security and stability. I've recommended reinstating the more granular ownership rules.

In contentGenerator.ts, the API key precedence has been updated. While the reordering of environment variables and stored keys is an improvement, the new logic introduces a reference to config.geminiApiKey.
