disallow escalation to user for sub-agents

How does one disallow a model to escalate to the user?

I'm unable to build a subagent that would just come back to the orchestrator if it needs more information. They just escalate to the user which defeats the purpose.

Is there a setting for this or do I need to do some hacking through the callbacks?
