Can't download any files from the page

I know there is a fix to this but I really don't how to fix it. I would like to make downloads available when clicking on a file in the page. This would be really useful for me and some people I work with.

BTW the thing is that instead of downloading the file when clicking on it it brings me back to the root of my files.
