SIG Release Release Team subproject Spotlight

There have been a lot of changes since we last did an interview with the SIG Release team: subteams have changed, phases/freezes have changed, the EA role was retired, etc. I think it would be good to have an update on the Release Team subproject to make these changes more well-known and the Kubernetes release process more visible in general
