Allow setting max number of processes explicitly

Update: After further investigation, the original bug report is no longer valid.

However, it reflects the need for explicit control over the number of worker processes/threads, and how the default load_fnc should handle accordingly.

Yes, it is AWS EKS. The customer said v2.
