[Feature] Use installed /etc/mime.types (in unix) instead of and fallback to fetching the apache mime types.

In most unix distributions, a mime.types already exists in /etc, it is installed by mailcap and at least in debian, it seems to be a dependency for python, so in all debian distros that use python it has this file already.

for the unixes I think this could work though, try and read the file. And fallback to the embedded list.
