Allow repeaters to actively build neighbor list

Would it be possible to implement a manual command to build a neighbor list using the mechanism already implemented in the companion role?

Basically make it send DISCOVER_REQ packet and then based on that build a neighbor list instantly instead of waiting for remote repeaters to advertise themselves first.
