Add Server Ratings

I'd like to implement server ratings (simple positive/negative) which I plan to be similar to Reddit and my unofficial Best Mods project. Users will be able to upvote/downvote servers. You will be able to sort by most upvoted in the past day, week, month, year, and all-time.
