Move Help & privacy resources into a submenu

This should hopefully be a fairly easy one.

The Help & privacy menu item in the main menu currently opens a full page listing only a few resources with no obvious way to get back to where you were. This should be turned into a submenu of the main menu, or alternatively, a small modal dialog if a submenu is not possible with how the menu is set up.

It depends on the configuration, if the knowledgebase.embedded option is enabled the page also contains more content.
Its just disabled by default for accessibility reasons.

I see. Where could I see how that looks? Even then, couldn't that be a separate menu item itself?

In a test instance set 'knowledgebase.embedded' => true I guess.

Not sure what you mean, it would be displayed on the same page where otherwise only those links are shown.

I meant: Can't these items still be in a submenu, and then when knowledgebase.embedded is set, include an additional item to open the knowledge base?
