Prepare new version of Pontus-X Explorer version

Since there is a breaking change in the Nexus API (see oasisprotocol/nexus#1105), we will need to deploy a new version of the Pontus-X branded version of explorer. The code branch for this hasn't been updated since the middle of March, and is now ~650 commits behind the master branch. Many things have changed, and some things have to be ported to the new system.

• Rebase Pontus-X branding code
• Do the migration from parcel to vite. (There are some custom plugins etc.)
• Fix all test cases - We don't care
• Deploy new version
• Do sanity testing
• Get feedback from deltaDAO
• Execute required changes based on feedback
