Add license

The intention is for this repo to have the AGPLv3 license (ref. private ticket BB-8356 (comment)), but there is no license in the repo.

We need to:

• add the AGPLv3 license to LICENSE.txt
• specify the license in the README licensing section
• add license comments anywhere else relevant
