Landing on learners tab does not load topics

Steps to Reproduce

• Go to the learners tab directly via a link in the discussions MFE.
• Click "Add Post"
• No topics appear. See screenshot
  

1. Navigate to "All Posts."
2. Now, the Topics appear, see screenshot
