[BUG] Incorrect changelog creating incorrect release notes

What is the bug?

The release notes generation logic in build repo depends on EITHER chanelog OR commits if changelog is missing.
Having changelog and it not being up to date will just create incorrect release notes.

Force changelog entry or remove it altogether.

We do enforce updating the changelog, but not every PR needs to be included. There’s an option to skip the changelog update for PRs that only involve test code or other changes that aren’t user-facing. Any recommended approach?
