Support for `short-name-mode`

Current mode is `disabled` (which iterate in all registries in order)

We need to support `enforcing`  and `permissive`. Permissive will behave like `disabled` since there is no TTY

Enforcing should be the default (like podman) which fail for unqualified images and several unqualified-search. Ignored if the list is one (no ambiguiti)
