Energy lacking ability to hide on sidebar

Describe the enhancement

Energy dashboard doesn't have the option to disable the "show in sidebar" toggle as with other dashboards. I don't yet use any smart energy devices, so I don't want this accessible via anyone's dashboards.

Use cases

As a user that does not use smart energy devices, I want to remove Energy dashboard from the sidebar

Can you click your name in the sidebar, and then look into "Change the order and hide items from the sidebar"? I see an option to hide the energy dashboard here.

While this is true, that's only a change for the local user, and OP expressed a desire to remove this for all users.

The only way to do this currently would be to takeover default_config and remove the energy integration.

I would like to disable it for all users, not rely on each user to do it
