Parse Bounty Program - User Verification

This thread is used to verify submitted expense claims to the Open Collective under the Parse Bounty Program and the Parse Security Bounty Program. It verifies that the GitHub user who made the contribution is the same Open Collective user who submitted the expense claim. This is only needed for the first expense claim.
