[SECURITY] Outdated Packages in the repo

I noticed that the requirements.txt currently pins Django to >=3.2,<4.0. As of April 2024, Django 3.2 has reached its end-of-life and no longer receives security updates.

This poses a potential security risk and may affect compatibility with other libraries going forward.

I suggest upgrading to Django 5.x, and updating all dependent packages accordingly.

Are their any major blockers preventing this from from migrating?
