package.json update

Using node v18.15.0 I wasn't able to start a dev server until I changed package.json to have the following dependencies:

"dependencies": {
"react": "^18.2.0",
"react-dom": "^18.2.0",
"react-scripts": "5.0.1"
},

I'm sure there are updates between the initial creation of the project and today that would still work but I haven't gone through and checked

Alternatively, use an older version of node. Easy with nvm.
