The packaged version, 9.16, reached end-of-life in Q2 of 2024. So, yes, it does appear to be lagging quite badly behind upstream. Current stable is 9.20, while 9.18 is still getting security fixes.

Packages are updated as people find time and interest. A package is only really "abandoned" if we remove it from the tree.
