Fix local broken reference for AX API

https://github.com/w3c/aria/blob/1e2789d6ea2764d4b670f794a654a4845e9f81c5/pdf-aam/index.html#L176 contains a footnote link that is broken because we don't have the note in this file. If we plan to include the Core-AAM note here that's fine and we should add the note. Otherwise we should probably remove it and just point to the relevant Core-AAM bit.

Whenever we decide to publish to W3C space, for example the First Public Working Draft, this should be addressed. One of the publication rules is that there should not be broken references.
