Missing requirement for "adequate implementation experience" plan in revised CR Snapshots

The requirements to transition to CR include

• must document how adequate implementation experience will be demonstrated,

All of the other requirements in that list appear in the requirements to publish a CR Snapshot (or the update request list that it depends on), but this one is missing and so only applies to the very first CR published for a spec. Should it be included in later CRs?

Should anything about it also be included in the requirements for CR Drafts?

My interpretation of this is:

1. when entering CR, the Group needs to document how they plan to exit CR (aka "CR exit criteria"). Those aren't supposed to be changed while you're in CR. Thus, it says: "must document how adequate implementation experience will be demonstrated"
2. while in CR, the Group should update its implementation report, which is part of the update request: "should provide information about implementations known to the Working Group."
3. when exiting CR, the implementation report will need to satisfy the criteria established when they entered CR: "must show adequate implementation experience except where an exception is approved by a Team Decision." My expectation is that the Team would not grant an exception, unless that exception was agreed when entering CR, to avoid surprises during the AC review.

Oh, I'd read that requirement differently. I thought it meant "write a rough and plausible plan for which implementations are going to be written, and that plan needs to lead to 'adequate implementation experience'." I think you're saying that it actually means "define 'adequate implementation experience' in the context of this specification", without a requirement for a plausible plan to get there. If the second is the real meaning, I don't think anything needs to change, except perhaps to clarify that meaning so that nobody else gets confused. Thanks!
