This change adds the ability to use ddtrace_serverless wheels to build the layer. If such wheels are not present, the logic falls back to using ddtrace wheels. See this pipeline for proof of correctness: https://gitlab.ddbuild.io/DataDog/apm-reliability/dd-trace-py/-/pipelines/105806854
