[Commuter Mileage Exclusion] Fix guard modal image overlap

Explanation of Change

The commuter-exclusion guard constrained its illustration wrapper to 160×140, but ConfirmContent always rendered the SVG at 220px tall. On Android, the SVG overflowed the wrapper and overlapped the modal title.

This adds optional image dimensions to ConfirmContent and ConfirmModal, renders the commuter illustration at its intended 160×140 size, and removes the redundant wrapper style. Existing confirm modals keep the current default dimensions when the new props are omitted.

PROPOSAL:

Tests

1. Create two workspaces and enable Distance rates in the second workspace.
2. In the second workspace's Distance settings, enable "Exclude a fixed distance per claim" with a 1-mile exclusion.
3. Open FAB > Track distance > Manual.
4. Enter a distance and tap Next.
5. Tap the To field and select the second workspace.
6. Verify the "Map or GPS distance required" modal appears.
7. Verify the illustration is 160×140 and does not overlap the title or description.
8. Close the modal and verify the distance request confirmation page remains usable.
9. Open another confirm modal that contains an SVG illustration and verify its existing image dimensions are unchanged.

Offline tests

1. Complete Tests steps 1–4 while online.
2. Disable the network connection.
3. Complete Tests steps 5–8.
4. Verify the modal still displays correctly without overlapping text and no unexpected error appears.

QA Steps
