Status: LGTM.

What was wrong

openspec feedback <message> used the entire message as the GitHub issue title and omitted that message from the body. Long or multiline reports therefore produced unreadable titles and bodies containing only metadata, as demonstrated by #1642.

How it was fixed

  • Keep short messages unchanged while normalizing title whitespace and shortening titles to at most 72 characters.
  • Preserve the complete message under ## Summary, with optional --body text under ## Details.
  • Apply the same formatting to automatic submission and the manual fallback.
  • Truncate only at complete Unicode grapheme boundaries, so emoji and combining characters are not split.
  • Update the CLI documentation, behavior spec, workflow guidance, and regression coverage.

Replication / proof

Before:

  • A 105-character report became the full issue title.
  • The issue body contained only the OpenSpec metadata footer.

After:

  • The same report produces Feedback: Generated workflows declare too few allowed tools, so….
  • The complete report remains in the issue body, including intentional leading/trailing whitespace and Markdown indentation.

Verified with:

  • vitest run test/commands/feedback.test.ts test/core/templates/skill-templates-parity.test.ts — 44 tests passed.
  • npm run lint — passed.
  • npm run build — passed.
  • Built CLI manual-fallback end-to-end reproduction — passed.
  • GitHub CI on Linux, macOS, and Windows, plus audit, dependency review, and CodeQL — passed.
  • Three independent adversarial reviews — all actionable findings fixed and covered by regression tests.

Notes / nits

This does not change command syntax, submission security, label retry behavior, metadata, exit codes, or architecture. No changeset is included because the repository documents routine bug fixes as part of the normal release cadence.

Closes #1643

Related: #1642 demonstrates the malformed feedback output; its underlying allowed-tools report remains open and is not closed by this PR.
