Bumps the monorepo version to 788.0.0 and releases @metamask/bridge-controller 65.3.0 (changeloged: MEGAETH network support, export isTronChainId, and @metamask/transaction-controller dependency bump).

Updates downstream packages to consume @metamask/bridge-controller@^65.3.0 (bridge-status-controller, transaction-pay-controller) and refreshes yarn.lock accordingly.
