Tooltips are made of a caret and a bubble. At various stages they've either had a gap at certain fractional scales / in certain browsers like

...or a visible overlap resulting in a line between the two like

This PR turns them into one connected element such that at no point in any browser or zoom level should there be any visible artifacts of either kind.
