Why is this Change Important & Necessary?

In main Submitty repo PR #13003, the developer tool 'submitty_test' was updated to run using a docker container. In this PR, some updates to how the tool was used were added as well, including functionality for testing Python code, and some more additional arguments for the script.

What is the New Behavior?

The Linting / Static Analysis page on submitty.org has been updated with new instructions on how to use submitty_test. This includes instructions on php unit testing, python linting and unit testing, and new arguments to be passed to the script. It also includes instructions for running the script locally (outside the VM).
