Updates development tooling dependencies, bumping pyproject-fmt to 2.15.2 (and refreshing the uv.lock for pyrefly, pytest-regressions, and ty).

Also applies a small formatting-only tweak to pyproject.toml by reordering the tool.coverage keys so report.exclude_also is placed after the run.* settings.
