Adds a "Caption with DeltaScribe" link on video pages as a second path into the existing subtitle contribution pipeline, alongside the current "Subtitle this video" upload flow. A new bridge page collects the same username/email/language metadata as the existing flow, then redirects to a configurable DeltaScribe instance (client-side caption-timing tool) with the video preloaded. DeltaScribe POSTs finished captions back via a CORS-enabled endpoint, guarded by an HMAC-signed, expiring token embedded in the callback URL so no server-side session state is needed for the cross-origin request. Submissions are stored with the same _wptv_submitted_subtitles postmeta shape the existing wordpresstv-upload-subtitles plugin uses, so they land in the same Media Library moderation queue with zero changes to the approval UI. The DeltaScribe URL is admin-configurable (Settings -> General) rather than hardcoded, since this is an initial prototype and the instance is expected to move.
