This pull request introduces thread-safe access to the nsecs property in ScopedState by acquiring a lock within a nogil block, and adds a concurrent test test_concurrent_nsecs_reads to verify this behavior under thread contention. The review feedback highlights two important improvements: first, in statesampler_fast.pyx, accessing self.sampler.lock inside the with nogil block is unsafe if self.sampler is None (which could cause a segmentation fault), so the lock should be extracted to a local variable beforehand; second, in statesampler_test.py, the try...finally block should be expanded to wrap all operations after sampler.start() to guarantee that the sampler is stopped and resources are cleaned up even if an exception occurs during setup.
