Updated this PR to Jetty 12.1.11 after compatibility review. Jetty 12.1.11 fixes the ZipFileSystem memory regression present between 12.1.8 and 12.1.10 (jetty/jetty.project#15228), and Druid uses the affected ResourceFactory classloader-resource path. The PR is rebased on current master and licenses.yaml is aligned to 12.1.11. |

Compatibility and CI review complete. Jetty 12.1.11 avoids the ZipFileSystem memory regression present in 12.1.8 through 12.1.10, preserves the required API/platform compatibility, and all checks pass on the reviewed head.
