What is the purpose of the change

Fix some issues in the "Performance Tuning" document.

Brief change log

• Solve the problem of local hugo compilation exception caused by repeated title
• Supplementary translation of untranslated parts
• Solve the problem that some links cannot be used due to abnormal syntax
