What is the purpose of the change

To ensure the stability of test class file OpenTelemetryTraceReporterITCase.java as it failing sometimes.

Brief change log

Created a new container creation file RetryingTestContainerExtension.java which constitutes retry if container fails due to image failure, then it will retry to create container along with pulling image.

Verifying this change

Testcase will be passed
