Add NetBeans IDE integration for Payara Server Maven Plugin

This PR introduces a new NetBeans module (enterprise/payara.server.maven) that provides IDE integration for projects using the Payara Server Maven Plugin
(https://github.com/payara/ecosystem-maven).

What the module does:

• Project recognition — detects WAR projects that declare fish.payara.maven.plugins:payara-server-maven-plugin in their pom.xml and registers them as Payara Server Maven projects
• Run/Debug actions — maps the standard NetBeans IDE actions (Run, Debug, and their single-file variants) to the payara-server:dev goal with the appropriate -D flags, eliminating the need to manually invoke Maven goals
• Project icon — displays a distinct Payara Server icon in the Projects window; the icon changes dynamically to reflect build, debug, profile, reload, and restart states.
• Project Properties panel — adds a "Payara Server" category to the project customizer with fields for server version, path, domain name, context root configuration, and feature toggles (exploded deployment, hot deploy, auto deploy, live reload, keep state, log trimming). AI Agent configuration (provider, model, API key, provider location) is also included.

How to test

You can test this module using either of the following approaches:

1. Generate a new Payara Server project from https://start.payara.fish/.
2. Or, add the Payara Server Maven Plugin to any existing Maven WAR project:

After opening the project in NetBeans, verify that:

• The project is recognized as a Payara Server Maven project.
• The Payara Server project icon is displayed and updates correctly during build, reload and debug operations.
• Run, and Debug actions invoke the payara-server:dev goal with the appropriate options.
• The Payara Server project properties panel is available and its settings can be configured.
