Add knip to the repo and fix reported errors:

• I've added a lint:knip script to run only knip in a decimate ci step

• Previously lint script now have a lint:js prefix to distinguish them from knip

• Off topic: Disabled vitest/no-conditional-in-test and removed the disable directive in test file
